Technically, Chenny’s company (Halliburton) who built that rig potitioned the US goverment to NOT make them install a secondary shut off valve on the rig because it would cost too much.
Bush/Chenny pushed it through congress to not make Halliburton install the secondary shutoff valve at a cost of $500mil per drilling platform.(one of those late night congessional votes that don’t get televised)
BP wasn’t “really” responsable for the accident, but they were a willing by standard….
